The Election Commission on Thursday announced the third phase of Special Intensive Revision (SIR). In this phase, about 36.73 crore voters will be verified in 19 states and union territories including Haryana, Maharashtra, Punjab, Uttarakhand, Delhi and Manipur. According to the Commission, after this process, SIR work will be completed in the entire country except Himachal Pradesh, Jammu-Kashmir and Ladakh. Due to weather and census related reasons in these three areas, the program will be released later.

The Election Commission said that for the third phase, about 3.94 lakh Booth Level Officers (BLO) and 3.42 lakh Booth Level Agents (BLA) appointed by political parties will be deployed. After this process in Delhi, the final voter list will be released on October 7.

The Commission had directed to conduct SIR across the country on 24 June 2025. In the first two phases, about 59 crore voters have been verified in 10 states and 3 union territories. The first phase started from Bihar, while the second phase included many states and union territories including Uttar Pradesh, Rajasthan, Madhya Pradesh, Gujarat, Goa, Chhattisgarh.

What is SIR?

This is a process of the Election Commission. In this, the voter list is updated by going door to door and getting people to fill the forms. New people of 18 years of age or older are added to the voter list. The names of people who have died or have shifted to another place are removed. Mistakes in name and address are also corrected.

Under SIR, BLOs and BLAs conduct door-to-door verification of voters. During this period, names of new voters are added, names of dead or transferred people are removed and errors in the voter list are rectified.

Which documents are valid for SIR?

Aadhar card

pensioner identity card

Identity card issued by any government department

birth certificate

Passport

10th mark sheet

permanent residence certificate

forest rights certificate

caste certificate

Name in National Register (NRC)

name in family register

land or house allotment letter

The Election Commission says that in the last 21 years, the need for large-scale changes in the voter list has been felt. The main objective of SIR is to remove duplicate names, update records of dead voters and include all eligible citizens in the voter list.
